GAIA - Get smart, go future.

The Generative AI Association of Taiwan (GAIA), jointly initiated by prominent experts from Taiwan’s industry, government, and academia, was officially established on August 27, 2024, at the Hsinchu campus of National Yang Ming Chiao Tung University.

With the rapid advancement of Generative AI technology, its role in industrial innovation, social transformation, and future education is becoming increasingly significant. To promote the healthy development of generative AI in Taiwan, deepen collaboration across sectors, strengthen educational links, and uphold social responsibility, the GAIA association was founded with the following core missions:

Driving Technological Innovation and Industrial Upgrading
To advance research and development of generative AI core technologies and applications, support local innovation and commercialization, and enhance Taiwan’s competitiveness in the global AI value chain.

Establishing a Cross-Domain Collaboration and Exchange Platform
To bring together industry leaders, academia, government, and startup communities, fostering knowledge sharing, collaborative projects, and innovative practices to build a co-creative and thriving AI ecosystem.

Deepening Campus Collaboration and Talent Cultivation
To actively partner with universities, high schools, and vocational institutions to develop AI curricula, launch hands-on campus projects, promote industry-academia collaboration, and train qualified instructors—nurturing future talents with generative AI literacy.

Promoting Societal Applications and Civic Education
To expand the application of generative AI across education, healthcare, culture, art, finance, and public services, thereby improving public understanding of and engagement with AI technologies in a positive manner.

Advancing International Standards and Compliance Certification
To help Taiwan’s industries align with global AI development trends, promote the establishment of international standards and compliance frameworks for generative AI, and offer policy recommendations to enhance the credibility and professionalism of AI applications in Taiwan.

Connecting to Global Resources and Collaborative Opportunities
To proactively participate in international exchanges and cooperative projects, helping Taiwan’s generative AI technologies step onto the global stage and elevate their international visibility and impact.

In recent years, generative AI has made remarkable progress in areas such as language models, image generation, and digital assistants, attracting global investment and widespread adoption. As Taiwanese enterprises face the opportunities and challenges brought by AI, there is an urgent need for guidance and support grounded in real-world industrial and technical experience. GAIA was thus established to meet this demand, uniting AI scholars, business leaders, and technical practitioners to build a collaborative platform that combines industrial relevance with forward-looking innovation.

Chairman of GAIA

Spencer Liang (Bin-xian Liang)

Spencer Liang is a well-known advocate of industrial digital transformation in Taiwan and a business model coach. He has led Flowring Technology for over two decades, continuously launching innovative products to meet the challenges of the IoT era, where new technologies, business models, and ecosystems emerge rapidly. In 2011, he founded the Taiwan Internet of Things Association (TIOTA), a pioneering organization that promotes ecosystem co-creation, resource sharing, value co-innovation, and market collaboration. TIOTA is recognized as one of the earliest, most active, and event-rich IoT associations in Taiwan.

In recent years, recognizing that digital transformation has entered the AI empowerment stage, Spencer Liang once again brings his experience as a professional manager to help establish the Generative AI Association of Taiwan (GAIA), aiming to foster meaningful cross-sector dialogue and collaboration in the AI era.
